And indeed it may contain industries to process goods > without taxation on added value I'm not too sure how it all worked but I loaded Canadian liquor and cigarettes at the US Customs warehouse in San Francisco. The load was sealed and I delivered it to a duty-free store on the Canadian border at Eureka MT. Due to the layout after the shipment was unloaded I had to cross the border into Canada and make a u-turn to get back into the US. The doors to the trailer were open to verify it was empty so they just waved me through the usual customs procedures.
