While a visit to the Department of Motor Vehicles can be time consuming there is an expectation that you will be able to register your vehicle without leaving a trail of $20 bills behind you. Even without the mordida expecting things to happen on time and efficiently will lead to frustration. There are other cultural differences. For example in the case of a traffic accident the party that is still at the scene when the cops arrive is the party at fault. Rather than being an offense, leaving the scene of an accident is expected.
