Cabrini-Green is the poster child but the same pattern occurred in many cities. https://www.schumer.senate.gov/newsroom/press-releases/schumer-gillibrand- announce-nearly-13-million-for-capital-region-projects I got a chuckle out of Chuckies "$1 Million for the Troy Housing Authority to Revitalize Taylor 3&4 Apartment Towers: Funding will go toward the demolition of the old Taylor 3 & 4 apartment towers and site preparation to allow for the development of 250+ units of affordable housing for families and 35,400 square feet of community and commercial space." Taylor 1 & 2 have already been revitalized with high explosives but the city ran out of money to blow up the remaining two eyesores. I remember touring them in the '50s when they were completed. They were quite nice but that didn't last long.
