Then in the WWII era Roosevelt did an end run around the Neutrality Act with 'Cash and Carry'. When Britain ran out of cash, it became 'Lend- Lease' and all attempts to maintain the facade of neutrality were dropped. After the war the lend lease material was sold off at about a 90% discount and the Anglo-American Load kept Britain afloat. It only took about 60 years to pay that one off. How many million live would have been saved if the US didn't send materiel and money? WWI may have been as short and sweet as everyone thought it would be.
