Pay attention; WWI. 25 independent states with various degrees of interaction did not represent a threat to Britain When they were unified into the German Reich in 1871 they became a threat. It didn't help that France's attempt to remain the big dog in Europe by declaring war on Prussia failed miserably. Maintaining the balance of power on the Continent was Britain's favorite hobby and the boat was starting to rock badly.
