I'm not sure if it is the same thing, but a young colleague back in 2010 took a car insurance that was coupled to a device that tracked the vehicle location (and maybe the road). The idea was that insurance would be cheaper if he avoided big cities like Madrid. He was young and had no driving experience, so his normal insurance was too expensive for him.
