The former statewide power company decided to join the dotnet revolution after deregulation. They got there just in time to go bankrupt after selling thir infrastructure to out of state companies. The resulting rate increased drove several energy intensive companies out of business. Meanwhile BPA and the co-op went merrily on their way. I'm not a fan of the Roosevelt administration but it did get things done. Even the Glass-Steagal Act of 1933 kept banks honest until Clinton decided it was no longer needed. That was 2000. It only took the bankers until 2008 to self destruct after doing the same things that got them into the shit in '29.
