"we should encourage people to have more kids so we can get more federal 
aid for our already undernourished kids" didn't seem like a well thought 
out plan. Then I realized more federal aid has to filter though a bunch of 
sticky fingers before the first bag of rice hits the ground.

I'm not picking on India alone; many US dollars mysteriously evaporate 
before reaching the nominal recipients. Government corruption is 
universal.
