Bush's No Child Left Behind program was similar. The Superintendent of Public Education in this state fought it like a tigress. She knew schools with Indian kids were screwed. The punchline is she is a member of the Mandan, Hidatsa, and Arikara Nation[ and had taught on reservations. She worked to increase the graduation rate and had some success but knew that punishing the schools wasn't the way to do it.
