It just crosses the Port Phillip bay to save people driving through Melbourne (but they manage to charge about as much as the fuel costs to drive). The ferry to Tassie has always docked elsewhere, but it did recently move closer, from Melbourne to Geelong, where I assume the new terminal there suits the new ferries, but I haven't been following the details on that. Both services do take cars.
