Ahhh... ok, I know this thoroughly. It is the default swedish governance system for apartments. Very nasty! That is one reason why I do not want to sell my swedish apartment. The people there are actually ok. I have heard so many horror stories, I do not dare to buy another apartment. The sad thing is though, that in sweden the HOA has veto on if you are allowed to rent out your apartment or not.
