By the time MS-DOS had established itself as the de facto standard for the office, the model of small-business computing based around multiple dumb terminals connected to a single computer was on the wane; it stuck around in larger enterprise for another 10-15 years and in call centers for longer, but general office computing was already moving towards either sharing access to a single machine (if demand was low) or just giving people or departments their own dedicated machines. Wouldn't truly take off 'til hardware costs made small-office networking affordable and the software evolved to match, but nobody needed time- shared DOS like they needed MP/M.
