The right way to do it would be to have a central authority
that provides certifications on demand:

* User tries to access online service
* Service demands proof of age
* User sends request, signed with their secure ID, to trusted central
  authority
* Authority looks up user details, and if the checks pass, provides
  time-limited certification saying “this user is of sufficient age”.
  Note that it doesn’t need to say anything more, like exactly how old
  the user is, or even who they are.
* User presents age certification, together with its own identify
  certification, also signed with its secure ID.
* Online service confirms the two match, and grants access.
