Seeing as rand is a somewhat generic name (though one might make some
guesses as to what it might do), and /usr/local/bin is for programs
installed by the local administration, even if we knew what the system
you encountered it on was, there'd be too little information for a real
answer.

Try asking how to accomplish what you actually want to accomplish
instead.
