I don't know if I would call it reinventing the wheel. When 'the cloud' 
was becoming a buzzword and private clouds were mentioned my thought was 
'oh you mean what organizations have been doing for decades?'

One of the selling points for public facing servers was if the usage of 
you interface was variable or not easily anticipated you could spin up 
other instances without worrying about physical infrastructure. The 
convenience comes with a cost, a cost high enough that some organizations 
moved back to their private cloud.
