Where does it say that in the article?
I can only assume you guessed at it.  But I won't quibble with you on 
the nuclear weapons research.   Or it could be used to filter and scan 
all email messages worldwide looking for boogiemen terrorists.
There is a big system going in the state of Utah for that very purpose.
