I go back and forth between qwerty and dvorak and often goof those same letters ... As for the article, I think the 'campaign donation' factor is probably all there is to say about it. Munich being 'out there' and well-known by the press must be a real annoyance to the local Munich Microsoft rep. I think I remember an article like this earlier in 2015, that was quickly debunked as representing an individual's desires, not the Munich government. Considering how much office work now involves web interfaces, it's getting hard to imagine how anyone could be tied to a certain OS. I now work under a bevy of managers who are more amenable to open formats because they're on ipads and prefer the ipad version of Apple's Pages to Microsoft's online version. That's a win for anyone sick of being told to send a 'word doc' because it's all they know.
