If the school provides the phone, then of course they may put
restrictions on it... Like maybe stuffing in a background app that responds
to pings from bluetooth or other.
But if they are going to penalize for not giving them access (besides
having bluetooth enabled for querying, they need some other information to
associate the bluetooth device to a user) to a privately owned phone, they
can probably expect a class-action (no pun intended) lawsuit.
Besides, isn't it considered polite to turn off a cell phone while is a
venue like a class room?
