The only client application I know of that makes it almost impossible to follow this recommendation is M$ Outlook. Outlook's Top Posting style reflects Business Snail Mail, in which the quoted material acts as a photocopy attachment provided as a courtesy to the recipient (who probably had sent the quoted material in the first place, and should recall what the gist was). Mailing lists and Newsgroups (and this particular forum is a gatewayed mailing list AND newsgroup) are more like bulletin boards.
