Sometimes the relevant skills include collaboration, in which case the students should be expected and encouraged to base their work directly on the work of others. In these cases, we would expect the teacher not to discourage sharing of information. But sometimes different skills are being examined, and the student should be exercising skills on their own without basing it directly on the work of others.
