But should it? The main thing the documentation is explaining is that one application accessing the database FILE does NOT LOCK OTHERS from accessing the file. Nothing about how the file is accessed. A low-activity web service would allow lots of people to concurrently access it -- but the processes that are doing said access are all local to the database file.
