Depends on the version: https://en.wikipedia.org/wiki/Windows_Services_for_=

Unfortunately that's no longer available for modern Windows. But it's
not the only option either:

Linux and FreeBSD are also not POSIX-certified, even though they
mostly comply. Should pip warn about those also?
