Which also could be a symptom of having multiple installations of Python around, with a different one being active at different times. From the Windows command line, after doing your pip install numpy enter just python and when that gives you the >>> prompt, try the import numpy Though personally, given the way this thread has been going, I'd recommend uninstalling all Python related stuff, searching the drives for any directory with python in the name and deleting it, then editing the registry to remove anything mention Python, and lastly running a registry cleaner.
