I extracted the zip such that my {eclipse-home}/plugins/net.sourceforge.webstart_1.2.1 {eclipse-home}/dropins/net.sourceforge.webstart_1.2.1 would probably work just as well - and is now recommended. Restart Eclipse. Now when I go to File>Export>Other I see Webstart.
