I'd say that this requirement is a good example of why one should not
dictate a technical solution in the requirements. To require a local
installation is something that made some amount of sense fifteen years
ago or so, but today it's a badly outdated concept. Not only do people
and businesses not use network shares in quite the same way as they
did fiteen years ago, they no longer think of them the same either. 

If politically possible, backtrack to the actual business requirement
and see if you can solve that in a better way.
