Here is an HTML parser:

With these two components you can go a long way with web-based forms, 
provided they are in the form of standard HTML Forms:
<http://www.w3.org/TR/html4/interact/forms.html>

Custom tags and scripts will add much complexity.

If your intent is to automate your existing browser, you will need to 
see the documentation for your browser's API.
