Is there a powerful/user-friendly tool for artist/non-programmer to
develop the web page (i.e. a tool-generated HTML source file w/
possibly some Javascript code generated for some special effects), and
have automatically/generated call to make a server-side process (i.e.
call to a Spring bean or tool-generated call to WebService)?

Sure.  They're usually called a 'consultant'.  Note though, 
they often object (or charge more) if they become aware 
that they are being refered to as a 'tool'.
