idl.config PkgPrefix not working

Hello
 
Anyone have any experience in using idlj.exe and idl.config?
 
I put line items in idl.config for PkgPrefix.<T>=com.company.idl
 
for example and none of the line items are being used and therefore... T is showing default package instead of the specified package that I wanted.
 
Any clue on how to fix this? There is limited documentation and discussions online regarding this topic.
