Diaperglu Forth doesn't have FREE and ALLOCATE. It instead uses a buffer management system where a token is returned which is actually a 0 based index like you are suggesting. This means Diaperglu can tell when someone tries to free a buffer that doesn't exist. It also keeps track of free buffers.

What about adding a buffer management system to the Forth standard?
