That's a good approach, based on reality.
But hiring a person and place them in the job is not enough.

There has to be the right challenge in this job for this person.
How do you find out the right challenge? 

People are different.
Some need a lot of information about the problems to solve ahead,
others need only little parts of information not to get scared.
It's not easy.
