[...] There is no authority that can enforce topicality rules in comp.lang.c. But come on, the name of the programming language is right in the name. A lot of other languages have their own newsgroups, some of which I actually read. Posts about language Foo, with no C content, are better posted to comp.lang.foo, or perhaps to comp.lang.misc if comp.lang.foo doesn't exist, or to comp.programming if the post is more about algorithms than about the language, or ....
