Basically UTC, but officially Terrestrial Time.

Which raises an interesting point.  Having the Julian Day Number change
at noon is convenient for astronomers who make observations at night,
but it works only for observers within a few hours of Greenwich.
I expect the convenience is fairly minor, so it's probably not a big
deal.
