Some define the number of weeks in a year as the number of rows
containing numbers in a list of the days in the year by weeks.
For a Leap Year, it is possible to have
January 1 Week 01
2 3 4 5 6 7 8 Week 02
...
December 24 25 26 27 28 29 30 Week 53
31 Week 54
the year containing 1 + 52*7 + 1 - 366 days.
