Although of course you can install the free Access runtime.  Also I've
done a lot of work in VB6, although entirely in utilities such as the
Auto FE Updater and for a database centric app, Access is considerably
easier to work with, than VB.

I've had several clients hit 160 tables, 300 Mb Access backend files
and 15-25 active users before they migrated to SQL Server.
