Got it....

Bits and pieces from various posts have at last come together to make a solution.

All I have to do is to upgrade the start program, the one where the user chooses which setup to run, from VB5 to VB6.

VB6 will run, because its runtime is pre-installed as part of Windows. If I include MSVBVM60.dll in the install that'll cover any ancient computers without it.
Setup1 will install msvbvm 50.dll to syswow64 in readiness for the main, VB5 program to run.
