Admittedly, I'm not familiar with Iceweasel - I use Firefox. However, my 
reading indicates this particular part should be the same. When you go 
to Edit, Preferences, Privacy, at the top do you see a heading marked 
"History" with a drop-down menu that says, "Remember History?"

If you do, drop that menu down and at the bottom you should see "Use 
custom settings." Select that and the settings you want should appear. 
There's another drop-down menu under "Cookies" and "Keep until" with an 
"Ask every time" option that should give you the setting you seek.
