I do seem to have functionality, using a DOS-like command line. This is a very raw setup, without the GUI we expect in current software. I'll have to read the documentation to learn the commands and how to use the software. Thanks again. You have started the "console version". The other "gnuplot" item in your start menu starts the one with a rudimentary GUI.
