If you are building from a downloaded copy of the cvs source tree, then
the matching full documentation is a build target.
    cd docs
    make pdf
       or
    make pdffigures
       or
    make info

or whatever form you prefer for reading documentation.

Version 4.3 is indeed pretty old, so it's not surprising that link fails :-)

I'll look into updating the development web page, but gnuplot.info 
is a mirror site, so it might take a while to show up there.
Obviously any snapshot copy of the manual lags the current state of
the CVS source code.
