I guess it actually intended that the tics are multiples of the 
separation between two tics, i.e. that there is always one tic at zero. 
In your example, the next tic to your start value -0.64 being an integer 
multiple of 0.3 is -0.63. This is what most users would expect.

Starting at a non-integer tic multiple needs to be specified explicitely.
