Here are some step which I took when this error came for me:

A) I opened Foxpro exe file from the foxpro installation folder and went into Foxpro
B) I had already saved the foxpro project file in a folder
C) I opened the Foxpro Project File from the respective folder by giving the folder path (within foxpro)
D) I created the exe and was able to create all types of exe files without problems. I use a windows XP machine
