I don't have any clue. I found one post saying this problem could occur if you have SQL Prompt install, but that appeared to be related to Setup, and not trying to start SSMS. There is a Service Pack 2 out SQL 2008. (Unless you really mean SQL 2008 R2). That could be worth trying. Else I would try to uninstall the tools and reinstall.
