Papers can be submitted to any of them. Papers submitted to the first round can either be directly accepted, rejected, or invited to submit a revised version. CGO'24 will have a "Tools and Experiences" track as well. Papers submitted in this track don't have to contain scientific novelty. Instead, they must explain how scientific ideas are used in practice, in practical tools, or in practical settings (like in products, or open-source tools, or industrial methodologies, etc). Notice that these papers are indistinguishable from the general papers in the ACM/IEEE proceedings. The only thing that changes is how they are evaluated by the reviewers. Kind regards, Fernando
