While most governments are hypocritical, THAT is not a good example. as 
you rightly point out there are huge health costs associated with 
smoking, and charging a tax to recover some of those costs seems 
reasonable to me. They do the same with alcohol. (They should do the 
same with other drugs too IMO). IF people chose not to smoke or drink 
the net effect on the budget would be minimal in the long term. However 
you would definitely not be able to compare over a single year due to a 
long lag time in associated costs.
