I still think it's wrong. if you 'were serious about communicating' is 
referring to a past position that may longer be held, and therefore 
inapplicable to the action being suggested. so you don't tell the person 
to take some future action based on it. so he should have said 'you 
would have', viz..

"If you were really serious about communicating with the shop people, 
you would have found a butcher and a green grocer etc"

that puts it all in the same tense and in proper sequence

but since he is suggesting taking action in future, then he should not 
refer to a past position but a present one, so..

"If you are really serious about communicating with shop people, find a 
butcher and a green grocer etc
