That is the case for any internet connection. My home internet is via
3G mobile broadband, and if I use a PC on the edge of my WiFi
reception, then the download speed can be significantly below the
200-320KB/s (Kilobytes, not kilobits per second - no use in talking
about bits these days) maximum that I get with a good connection.

More importantly, it also depends on the cabling, router, network
card, of the server that you're connected to. Plus how many other
users are downloading from it as well. If the server isn't as fast
as your internet connection allows, then the expensive connection
won't help regardless of how fast your own home network is.

In simple terms, you'll only get the most speed out of a high speed
internet connection if both your network hardware, and the network
hardware of the server you're connecting to, is capable of equal or
faster speeds. Even then, only if the server isn't overloaded by too
many other users downloading from it (big operators have multiple
servers so that they can handle lots of users at once).
