If I'm understanding you correctly, what are your
Settings > Browser > Tabbed Browsing
settings?  I have the middle two under "Tab Display" set, along with 
both "Open tabs instead of windows for" options.

Under "Link Behaviour" below that, I have the middle option selected for 
all three categories.
