I think this is just the style chosen by the replying client to add the reply/citation "header". Gnus apparently does that too here. SeaMonkey might be able to if the preference is set in user.js [1]. It likely isn't caused by anything on your side, and just by how clients quoting your message choose to lay out that "header", with or without a blank line below it.
