some alt.* groups are listed in ftp://ftp.isc.org/usenet/CONFIG/active 
which is used for fresh installations of news servers. That one is the 
minimal set of USENET groups that are universally carried.
if an alt.* group is listed here, it's probably carried by most usenet 
sites, otherwise it's needed to add it by hand by each newsmaster
